As your lobbyist, may I welcome you to the new web site for the Sacramento County Deputy Sheriffs’ Association and specifically the legislative section. The S.C.D.S.A. was very generous in affording me space for a legislative update.

I have had the privilege of representing the S.C.D.S.A. for over 10 years. It has been my pleasure to serve under your former presidents and presently with Kevin Mickelson.

This year is my 40th year as a lobbyist in the California legislature. I began my legislative career as the executive director and legislative director of the California Trial Lawyers Association. I remained as such for some 18 years.

After a two-year respite due to an illness I returned as a lobbyist on a part time basis for a state public safety association. This resulted in developing a relationship with nine public safety associations including officers in city, county, and probation during the past years.

Over these years we have had many legislative battles in retaining the Police Officer’s Bill of Rights, expanding 4850 time, Peace officer injury presumptions, and fought for additional public safety funding. We have enjoyed numerous victories such as 3% at 50, expanding ceiling on retirement, additional officers’ rights and protections, improved retirement and medical benefits, expansion of the P.O.B.R.’s tougher, and longer criminal penalties, and extended benefits for peace officers families.
